Reception and Consideration as Possible Minor Modification Engineer Todd Parsons of Haley Ward Engineering explained that Indian Mountain School is requesting a modification of a site plan approved in 2023 for changes to the assembly area. Luca Segato of VMA Architects presented the application. He explained that a portion of the project approved in 2023 has recently been completed, so the current application is regarding “phase 2B” (the renovation of the servery and the conversion of the assembly into a dining hall). Mr. Segato presented plans showing the details of phase 2B. Additionally, Mr. Segato pointed out the areas where the plans changed since they were initially approved in 2023. These changes included expanding the dining area and servery in place of previously planned classrooms, storage, and a counseling suite. Mr. Segato also noted that comments on the plans from the Building Office have been addressed, and Torrington Area Health District (TAHD) approval is pending.

Open Hearing, Possible Consideration The public hearing opened at 6:56PM. Secretary Whalen read the Legal Notice. Property owner Richard Cantele explained a teardown and new build occurred on the property, and three structures were installed that do not conform to setback requirements and were not on the previously approved plan. A stone patio on pea gravel was extended eighteen inches larger than originally submitted for erosion and aesthetic purposes. A hatchway was installed north of the patio area on the rear of the structure. Mr. Cantele said the hatchway was the only access point to a crawl space underneath the dwelling for mechanical access. He added that air-conditioning units were intended for installation behind the garage next to a generator but the location was found to be inefficient, and were relocated and hardwired with a shelf foundation for piping and electricity. Mr. Cantele explained impervious surface calculations were originally calculated at fifteen percent, and had been reduced to thirteen percent due to smaller driveway parameters.

He explained an oak tree located in the southern portion of the property must be removed, but they wish to preserve the health of the second tree. He said the pavilion was proposed where a temporary tent is typically erected for events with food service and a general spectator area. The pavilion would be a twenty-six by fifty-two-foot post and beam building on cement piers, with a shingled roof and gravel floor. He explained no plumbing or permanent electrical power would be installed in the structure, and temporary lighting would be provided as needed for events. Possible Consideration Mark Robbins and Rachel Fossum of MHR Development, LLC joined the meeting. Mr. Robbins explained this application is in connection with an Electric Vehicle (EV) charger to be installed at the Congregational Church of Christ. The EV charger will be available for public access, located on Library Street facing the Scoville Memorial Library. Mr. Robbins explained approval was received from the Salisbury Historic District Commission (HDC). After an initial HDC approval, two changes were made to the application. The EV charger manufacturing brand was switched and plans for two white protective bollards were introduced. Both changes were approved by the HDC. Mr. Robbins presented a Site Plan that showed the charger footprint (represented by a green rectangle) and white bollards adjacent to the stations (represented by two green circles). Mr. Robbins explained striping is not proposed as part of this application. Mr. Robbins explained a considerable effort was made to ensure accessibility and comply with ADA accessibility standards.
