    Possible Consideration President of the Salisbury Housing Trust (SHT) John Harney explained they have proposed to relocate one of the two approved houses further back to avoid the root system of an existing oak tree located in the northeastern corner of the property. He explained an oak tree located in the southern portion of the property must be removed, but they wish to preserve the health of the second tree. Vice President of the Salisbury Housing Committee Jocelyn Ayer explained the structure relocation would also better align with the street wall. Ms. Ayer presented images to indicate the Site Plan adjustments.

    Possible Consideration Engineer Todd Parsons of Haley Ward Engineering presented the application. Mr. Parsons explained that an existing house, garage and barn are located on the property. The application involved a proposed addition, deck as well as a new septic system to be constructed outside of the three-hundred-foot Lake Protection Overlay District. Town Consulting Engineer Tom Grimaldi provided suggestions which were responded to by the Applicant. Mr. Parsons explained a water bar was added to correct rainwater runoff coming down the sloped driveway into a temporary sediment trap, and an underdrain below the deck that leads to a rain garden. He added calculations were provided for the modified rain garden. Approval was received from Mr. Grimaldi after the alterations were completed. At 7:23PM

    Reception and Possible Consideration Engineer Todd Parsons of Haley Ward Engineering and Bob Stair of Great Falls Construction presented the application. Mr. Parsons presented the Site Plan and explained the property is located on the west side of Washinee Heights Road with a pre-existing dwelling, garage and barn. He explained the Applicant proposed a deck and addition on the north side of the dwelling. A septic system would be disrupted during construction with reinstallation proposed further uphill on the property outside of the Lake Protection Overlay District (LPOD). Mr. Parsons explained construction activity was proposed within the LPOD outside of the wetlands upland review area, open space, and beyond the ordinary high-water line. A new water softening treatment system and rain garden was proposed, accompanied by an erosion control plan. Impervious property coverage would increase from 8 percent to 9.1 percent. Written permission from a neighbor was received for temporary construction access through their property. This was necessary to avoid driving over the newly installed septic system. He added a construction fence would be installed on either side of the property. Approval was received from Torrington Area Health District (TAHD).

    Reception, Consider Scheduling Hearing Bill Rueckert presented a Site Plan application and detailed proposed construction plans for an open-air pavilion located near the infield area, adjacent to the existing Lime Rock Park chalet structure. He said the pavilion was proposed where a temporary tent is typically erected for events with food service and a general spectator area. The pavilion would be a twenty-six by fifty-two-foot post and beam building on cement piers, with a shingled roof and gravel floor. He explained no plumbing or permanent electrical power would be installed in the structure, and temporary lighting would be provided as needed for events. Country Carpenters would assemble the pre-cut timber structure on site.
